Because it blocks traffic and a vehicle might rear end it if the other vehicle can't brake in time, or other vehicles will be tempted to pass the slow moving vehicle in places when you are Not supposed to pass other vehicles and cause an accident.

Do you keep hazards lights on during funeral precession?

That depends on the traffic law/code where the vehicle is being operated. Check with your state's Department of Motor Vehicles, or the Hiway Patrol, or your local drivers license office. Generally, I think that most states laws/codes strictly prohibit the use of hazard lights when a vehicle is moving. Hazard lights are intended to "mark" a disabled vehicle. I don't completely agree with this as I consider any vehicle moving slowly [including a funeral procession] to be a hazard to traffic moving at normal speeds, but what you or I think doesn't count; it's what the law says that counts.

When can you legally pass on the right?

IN COUNTRIES WHERE THEY DRIVE ON THE RIGHT:When there are three or more lanes of traffic going the same direction it is usually considered legal to pass on the right. Also, when the car to the left is making a left turn and you have a lane to pass. IN COUNTRIES WHERE THEY DRIVE ON THE LEFT: ... it is normal to pass on the right. In such situations, such as in the UK, the rules for overtaking on the left are:* only overtake on the left if the vehicle in front is signalling to turn right, and there is room to do so * stay in your lane if traffic is moving slowly in queues. If the queue on your right is moving more slowly than you are, you may pass on the left. * On motorways, ... in congested conditions, where adjacent lanes of traffic are moving at similar speeds, traffic in left-hand lanes may sometimes be moving faster than traffic to the right. In these conditions you may keep up with the traffic in your lane even if this means passing traffic in the lane to your right.

What is the meaning of the idiom 'the traffic is heavy'?

The meaning of traffic was heavy means that there was a traffic jam during while you were driving to work or something. Or to answer it without using another slang term -- there were a lot of automobiles on the road and traffic was moving very slowly.

How do you judge gaps in traffic?

First, you need to know how fast the oncoming traffic is going. Obviously if traffic is moving slowly, you don't need a large gap. If traffic is moving fast, you need a larger gap. Secondly, you should know how long it will take you to speed up to the speed limit. Finally, if you are not sure if you can make it in a gap, don't try to. There will be another gap. The people who are behind you will wait. Be safe, be smart.

Can you cross a double yellow line to pass a stopped vehicle with flashers on?

Technically you can and can't, if you're driving down a any road with a continuous double yellow line (not broken) you can never pass (even if there's not a car in sight going the other direction but people tend to get annoyed and will pass only if there's not a cop around). On the other hand if you driving down a STRAIGHT road, and there is a broken line on your side with a continuous solid line on the other side of it, you CAN pass (See below link).

Is it illegal to drive to sightsee at an accident?

No, not when it is stated as simply as that. However, if you had to go around roadblocks, or drove contrary to the instructions of officials directing traffic, or drove so slowly, or parked your vehicle, in such a way as to obstruct the flow of traffic and emergency vehicles, or similar, then the answer could be, yes.
