Why is ampharos just standing in the lighthouse in olivine city why cant you catch it?

You see, Amphy -the Ampharos you're speaking of- is just standing there because he is the light keeper of the lighthouse, as Jasmine says. Amphy cannot be caught because he's just like the Pokemon seen in houses; nothing catch-able, but just for show.

The Gym Leader, Jasmine, is first found at the top of the lighthouse in Olivine. The Ampharos is sick so you have to get medicine from the pharmacy in Cianwood, which is a short surf west of Olivine City. You might as well fight the gym there, get the medicine from one of the buildings (there should be a sign out front that tells you its the pharmacy) go back (you get fly here, I believe, so you can use that) to the Lighthouse, find Jasmine again at the top, and talk to her. She will return to the gym, and you can fight her.
