Yes.

Carbon Monoxide (CO) has one molecule of Oxygen less than Carbon Dioxide (CO2) and hence, it will try to absorb oxygen from the surrounding air (where it is released) and get converted to CO2. This way it robs the surrounding air of Oxygen which in turn can suffocate people.

When inhaled too, CO has similar effects inside our lungs and hence it is more toxic than CO2

It dissolves in the blood to form carbonic acid which is really acidic. it ends up damaging your body and cells as a result.
