Countries cannot hate one another but the people of that country can hate one another. That being said, Taiwan which is a territory of China does not like China. This is because China's government is the Communist party while Taiwan is a Democratic country.

China does have courts but, from the outside, it is not clear that these courts are independent of the party and therefore the justice system can not be said to be objectively fair to all citizens. This being the case there can be no rule of law. Ask yourself could the courts reprimand the party?
