By "...concrete...all around..." you mean the "deck," or walk. If that is the question, then the answer is as follows. Your concrete walk is cracking for one or more of several possible reasons. Two of the most important which come to mind follow. Basically, it is too weak to withstand the stress on it. Especially around fibreglass pools, that usually results from the failure to properly compact the dirt around the pool and beneath the walk. As time passes, the soil will compact and shift, changing its contact with and support stresses on the concrete slab, and if the uneven support becomes bad enough, the slab will crack. Another contributing factor can be that the concrete itself was not properly prapared [mixed] using the proper proportions of water, cement, and aggrigates [gravel and sand for example].
