Defrosting is necessary to rid the cooling pipes of a refrigerator of ice formed over them. The thick crust of ice prevents the refrigerator from absorbing more heat from the refrigerator/freezer contents hence it needs to be defrosted so that the encrusted ice over the circulation pipes carrying the refrigerant can be melted away so that the refrigerator can work more efficiently.

Defrosting food allows for even and thorough cooking of the meat. Without defrosting a meat may cook unevenly or the center may not reach proper temperature; allowing for unsafe consumption in some foods (i.e. poultry, pork, ground beef, etc.).

However, food items such as frozen vegetables do not need to be defrosted before cooking.

If in doubt, just follow a recipe for cooking directions.
