Because God commanded him to kill. Note that the Commandment your are thinking of is actually "You shall not murder." Murder is a legal term meaning killing in a prohibited way or for a prohibited reason.

According to the 10th commandment, we should not be jealous of anyone's possessions. Jealously and envy can lead to other sins such as murder and therefore we ought not be jealous of anything that doesn't belong to us.
There is: "Thou shalt not kill." According to Christ, this is the same as "Thou shalt do no murder." Matthew 19:18.
