Because stupid people think its fun to drink so much that they blackout, puke, spit when they talk, talk loud, and get generally obnoxious. The problems got so bad that almost everywhere in the US has outlawed drinking in public. NY still has a brown bag law and Las Vegas doesnt care if you walk down the street with a bottle and shot glass.
