Fog can be present any time of day. However, fog is more abundant in the mornings because the temperature is cooler and there tends to be less sunlight to burn the fog away. And there tends to be less fog in the afternoons than in the mornings because temperatures are warmer and there is more sunlight.

Is this using the present verb tense When it is older it will be a big dog?

It appears to be using the subjunctive mood rather than the present tense (When it is older...). The dog is not currently older, a counterfactual condition. The statement itself is an opinion, not a fact. All these point to the subjunctive mood rather than the present tense.
