There should be a hose connecting the vents on the front and rear float bowls. You are missing the hose. If for some reason the fuel level is too high the gas will travel to the rear of the carb and be burnt in the engine. You need to have the float level adjusted to a lower level, maybe a full rebuild. Do not use the carburetor without the balance hose, due to fire hazard.
If it's coming out the overflow pipe, then it's likely to be a sticking float.
a flooded carburetor will spill fuel into the combustion chamber causing an improper fuel to air mixture. too much fuel in the combustion chamber will not completely burn. the unburned fuel will be pushed out of the exhaust.
It is a vacuum tree. One line will be for the transmission modulator, One is for the Air Conditioner reservior tank and the last is the vacuum sensor in the thermostat housing.

Explain what it is doing! is water coming out of the tail pipe? do you see white smoke coming out of the tail pipe?

Look at where the cold air is coming from and see if it can be stopped, if not insulate the pipe.
Should be right in front of the carburetor, basically centre of the engine, steel pipe going into it.

If there is little or no exhaust coming out the pipe and a lack of power, it is most likely the catalytic converter bad.
