GEM TV pays a monthly fee to RRsat to broadcast their signal on that transponder. Since GEM TV was not generating revenue, they stopped paying RRsat. After months of negotiations, and after RRsat was unable to collect anymore payments from GEM TV, RRsat was forced to stop the transmission of their signal on Galaxy 19.
