Most technicians who work on monitors have special training in working on high-voltage equipment. If you must remove the monitor case to work inside a monitor, safety rules include the following: (1) do not wear the antistatic wrist strap; (2) unplug the AC cord from the monitor or wall outlet; (3) do not use regular test equipment to measure the monitor's high voltages.
