Insulin is released when the beta islet cells of the pancreas detect elevated levels of glucose in the blood. When insulin is released it causes cells throughout the body to store glucose thus reducing levels in the blood.

The pancreas excretes insulin whenever it detects too much sugar in the blood.

If there is not enough sugar in the blood to feed the brain, etc, then glucagon is excreted to turn glycogen stored in fat, etc, into more sugar.

because insulin causes the liver to convert more glucose in glycogen resulting in stopping the use of of fat as an energy source

To maintain sugar, water and oxygen levels in the blood to help with homeostasis, it is also possible to have too much insulin in the body if one has a certain type of Diabetes.
