Fat and glycogen have different chemical properties. Fat contains more energy for mass than sugars. For birds, who need to be very light to remain aerodynamic, storing a vast majority of the energy as fat is much more efficient.

Because lipids have much more potential energy than carbohydrates. Animals oxydise organic molecules to get energy and carbohydrates are fairly oxydised already, while fatty acids are extremely reduced, as they have long chains of CH2 groups.
