It won't like it and you'll probably get bitten.
Blowing into a dog's eyes may startle or annoy it and if my face were close enough to blow into an annoyed dog's eyes, I would think twice or three times about doing so. It does bring up the question about why you would want to startle or annoy a dog in the first place.
