It is due to the fact that ponds are fresh water and the ocean is salt water. The high salt content causes you to float more easily as opposed to fresh water where you sink more readily. The Red Sea is a good example it has such a high salt content that you can almost float on the surface with little effort.
Because sand is denser than water. But I suspect you meant to ask "why is it easier to stay afloat in seawater than it is in fresh water". In which case the answer is the same: seawater is denser ... but not as dramatically, and the difference is small enough that you're unlikely to actually notice it unless you take careful measurements.

To stretch a point, they are slightly safer, yes- salt water has more buoyancy than fresh water, making "staying afloat" somewhat easier. That does NOT mean children can be unsupervised in a salt water pool.

Easier to float in salt water (great density) but pools do not have currents or waves to distract you. Go for the pool.
