Why is it fine for female best friends to kiss each other on the lips while male best friends would be called gays for it?

Well, really, if girls do it too, they are also called gay for it. But some girls don't find it as awkward so it may be seen a little more frequently than with guy friends.
Girls are more emotional, and so become more emotionally attached with their best friends. Even then, though, very few girls would want to kiss their best friend unless they had some form of sexual or natural attraction towards them that was stronger than just best friends.
So, I wouldn't say it's fine. There's nothing wrong with it, but it is still unlikely to happen.
