enacting new policy can be a long and strenuous process, because of how some legislators may not agree with that policy and fillibuster it, the prez can veto or pocket veto the policy and have congress have to override the veto by a 2/3 majority vote, or the fact that policies have to be reviewed if it's constitutional and go through debate on the floor
