Rationing has always been unpopular in any democracy. People do not like ( Reg) or Chicken) Make work such as parking laws are similar but tolerated. The idea is it is impossible to legislate equality- and outside of war and situations such as the current Sandy Storm crisis- the whole idea is unpopular I assume you were talking about the Gas rationing in various parts of the areas hit. Then again, what about gasoline needed ( definitely utility) to operate generators used to keep for example a supermarket running in Bergen Avenue. It"s a free country- people don"t like, even at the mildest -arbitrary assignments.
