In any manual car, shifting into first is tough while moving, the engine isn't made to be downshifted into first, it over revs the engine and makes it work too hard to be going that slow. Any car should have a tough time if even possible, downshifting into first while moving. If you're starting the car in neutral and have a hard time getting into first gear to get going, be sure your foot is pressing all the way down on the clutch, if you are and it still won't go, take it to a mechanic, may just need an adjustment, or your transmission may be going, but regular checks will ensure it a longer life and less wear and tear.

Yes the 96 GL comes standard with AC.
It will be on top of the transmission near the shift linkage. It is the sensor with the three wires connected to it.
