I have not heard of a good reason for this. I've read about laws and bylaws having to do with business districts want people in and out of town quickly, to be replaced with more people to come in to spend their money downtown. They have to shove off quickly as well to make room for more patrons...yada yada..
I haven't read or heard a good reason yet. My hunch is that the gov't makes a WHOLE LOT more money off of tickets than they do from loose change.
Just sayin...

Reading diaries is affecting somebodies personal space and should NOT be done.
