To give the teacher ample time to compose the letter. Teachers don't just teach the class - they also compile the lessons (sometimes days or weeks in advance). Add to that - marking homework, and attending staff (and parents) meetings - and it's clear they have a busy schedule. Giving the teacher a few weeks notice - will give them the chance to 'slot in' the letter to their workload.
