This is so as to pinpoint a location. Without the directions, there would be 4 possible locations. For example, 30 degrees and 76 degrees could mean 30 degrees north and 76 degrees east, 30 degrees south and 76 degrees west etc.
Without degrees makes it almost impossible to find a location at all, because there are a total of 180 degrees of latitude and 360 degrees of longitude, which can be split up further into the minutes and even seconds. In the end you would end up with endless possibilities.

when i was in the military we had to give at least a 6 digit cordinate that way we would be within 100 meters if it was an 8 digit cordinate it would be within 10 meters
