"The air conditioning works better when the car is moving because the a/c pump is spinning faster therefore circulating the air faster and making it colder. rather than when the car is sitting still the pump is idling with the vehicle therefore not circulating very fast at all. If you sit for a while then u should press the pedal a little bit just a little before 3 on you odometer."

^ The previous answer has the right idea, but is not quite correct.

The A/C uses a compressor in the Refrigeration Cycle (Wikipedia "Refrigeration Cycle" for more info). The A/C compressor is belt-driven. This means it gets its power from the engine, and the faster the engine spins, the faster the compressor can spin. When your car is stopped, the engine is at idle. The compressor cannot compress the refrigerant very well at this low speed. When you are driving on the road, the engine is running at a higher RPM. This allows the engine to deliver more power to the compressor, which provides more cooling to your A/C system.

This is inevitable, to an extent. But if this happens excessively in your vehicle, it could mean your A/C system is low on refrigerant. It can be recharged at any mechanic shop.
