No, reinstalling iTunes will not delete your purchased items because they are stored locally on your computer. They are likely stored in the following folder: Home -> Music -> iTunes -> iTunes Music -> "Artist Name".
Go to "My Computer" and go to the "Downloads" file folder. You should see the downloaded music in there. Open up Itunes>File>Add file to library>select item (double clicking)>sync your ipod, iphone, or ipad>Done! you will find the music or item you selected in your itunes library. If not, find help.
To select more then one item on Itunes, highlight one song (click on it once) then left mouse-drag up.

You must create an iTunes account, and register a credit card to it. After that, simply click on the item you want to purchase, and type in your password. If your credit card is confirmed, your download will start immediately. Hope I helped!
