If the moon had an atmosphere, it would have weather just like we do. The footsteps on the moon, which are still there now, would be long gone. Other than that, it wouldn't affect Earth very much/at all. The atmosphere probably wouldn't have Oxygen, so it still wouldn't be inhabitable.
The question is a contradiction in itself
The planet Venus is the second closest planet to the sun. It is named after the goddess of love from Greek mythology. It is not inhabitable.

No one lives on the moon, because it is inhabitable and humans have not created technology to survive on the moon permanently. Scientists may stay there for a few days, but are unable to live there for a long period of time. But, they go back to Earth in the same thing they came to the moon with of course, which is a rocket.
