Just a guess: Copper costs substantially less than silver, steel, nickel, etc. In 1836, copper cost low enough that more was needed to make up 1 cent of curreny. I'm not sure, though, because currency rates and metal costs were much different 170 years ago.

I have a Penny it has 1976 heads one side and 1974 heads on the reverse and it is not a fake are there any record of these coins out there?

The penny is indeed a fake, perhaps a very good one, but a fake nevertheless. Two-headed coins such as this are made by machining away the tails side of the penny until coin looks a bit like a small "cup". Then the tails side of another penny is machined away until the heads side fits inside the "cup". A skilled machinist can achieve a fit so perfect that it appears to be seamless. Many people have been fooled by these coins because of the craftsmanship required to produce them. They are sold as novelty coins and have little actual value above the worth of the copper in the pennies.
