There's either washing up liquid left in the pan, or very little fat in the chilli. In the second case, like jam making, after the substance is boiled for a while you end up with "scum" on the surface. You can either take it out with a slotted spoon, or add a tbl spoon of butter, and stir it in along with the foam.
It's because of a water-soluble protein in the beans. :) Totally normal for chili!
