It would be one of the few moving parts in the machine, it is either a CD drive (unless there is no disc in), a hard drive (back up your data), or a fan off its axis (which is not too bad, just loud and not moving air as well).

Without more detail its impossible to say. If the sound is from speakers it might be an issue with a sound card and/or a microphone link open

It might be the cooling fan breaking down or rubbing against something

It might be the hard drive bearing failing.

The whirring noises you hear are coming from the fan trying so hard to cool down the PC. This occurs when your PC is heating up as a result of overuse, or multiple programs running at the same time (mostly on the background) when the RAM size or Processor speed is low. Your PC tries to compensate for these lacks and try to keep the PC in optimal condition. When the PC starts making such noises, it's an indication for you to take it for some maintenance. The fan also needs to be clean. It can also happen is you are using the PC in a particular place of increase environmental temperature. I remember how once I had to keep my laptop in the refrigerator to cool down (lol). Another reason why the PC might be making such noises is if it fell at some point.
