Why is my fish laying at the bottom of the pond only moving when touched with a net I am not sure if its a disease as some of the other fish have started to lay at the bottom with her?

I would automatically assume that the water is poisoned. Quite possibly something has died and is rotting in the pond. (Bird, Cat, Fish?) Maybe someone has deliberately poisoned it? I have known it to happen. I know it may be very hard to do but a complete clean out and water change could be the only thing you can do to save the fish. Maybe do a very large water change first and see what happens. Good luck with it.
