sometimes, but did you know minnows don't lay eggs, my brothers n sisters n me n mom n dad watched a minnow have a baby fish, and my mean brothers cut one minnow open b/c it wuz dead and we saw little fishes bodies already grown w/ fins n all

The fish probably has an internal bacterial infection or is being bombarded by parasites, such as flukes (parasitic flatworm). To treat, raise the salt concentration in the tank to 0.3% and treat the tank with an antiparasitic medication such as fluke-tabs. This should eliminate any parasites that may be causing problems. Now to treat for an internal bacterial infection start the fish on antibiotic medicated food- this should kill off any bacteria residing in the fish's insides that are causing problems.

If you don't have a pair of fish actively and obviously chasing around like mad spawning, whatever it is you are seeing, I can almost certainly guarantee that they won't be eggs.

Small livebearers rest at the surface or at the bottom of the tank. But if you think he's sick, you should find an actual expert site that can determine illnesses
