The thermostat tells the air conditioner to pull in air. The air then goes through cooling lines in to the house. goes through the vents and out through the registers in the rooms of the house.
WHICH VENT If you're talking plumbing roof vents or soffit or ridge attic air vents; absolutely not!! I can't thing of a single vent that would be opened and closed at will.
As water drains, it displaces air in the pipes. If the vent or vents in your house are clogged up, the air must find another way out, which could be another drain in your house.

Check your furnace fan. The air conditioner unit can be running but the air circulation is usually done with the fan on the furnace. If you have a fan switch on the thermostat, check to see if it is in the auto position. If it has the settings on/auto/off, you can switch it to the on position and see if you get any air movement then. If not, you could have a broken belt.
If dust is coming from your air conditioner, you did not put in a filter. You will ruin your air conditioner running it without a filter. Also, the vents will get dusty. You need to clean them.
you should probably run a duster thorgh it and/or check the pipes to it with it running =there might be an air leak
A plugged cabin air filter could cause poor air circulation coming out of the ac vents but you would still hear the blower motor running.
I have the same problem with my 97 jeep. I'm thinking that maybe a hose going to the vents has come loose, because I can hear the fan motor running and I'm getting a small amount of air out the vents in the dashboard area.

There may be something blocking the deflectors from sending air up there.
you would turn the temperature down for cooler air temperatures in a car, in a house the air temperature coming out the vents does not change based on the thermostats set point
is your fan running in the correct direction? are any of your ducts blocked?
Have the cabin air filter changed.
