It's not uncommon for one twin to be larger than the other twin in utero. The most likely cause of this is just that one twin is consuming more of the food and nutrition that the mother passes down to the babies. You could have one little piggy who's eating the other one's food. Since he is getting more food and nutrition that the other, he will be slightly larger, or heavier. There is not much concern over this as long as you are consuming enough food to feed them both. If the smaller one doesn't want all of his meal, then the larger one will take it.

Another cause could be the position of the babies. One baby may have more room to grow while the other one might be a little constricted. Again, nothing major to be concerned.

While it is common that one twin is smaller in development than the other, your doctor will still want to keep a check up on both of them to make sure the smaller one does grow at its own rate; and that the larger one doesn't get too large before delivery.

Having two amniotic sacs, known as a "double" or "dual" amniotic sac, can occur when a woman is pregnant with multiples (e.g., twins). Each fetus typically develops its own amniotic sac. This situation is more common in dizygotic (fraternal) twins than in monozygotic (identical) twins.

Try to breed beef cows so that they always have twins?

Don't do it. Twins are harder to manage and much more harder on a cow (unless she's producing a lot milk and can keep her body condition at normal) than raising a single calf. Often a momma cow will reject one twin and keep the other, which means you have to bottle-feed that other twin. If one out of every 5 cows did that and you had a 200-head cowherd, that is a LOT of bottle feeding to do! Twins are also smaller than a single calf, and thus market weights for twins are generally lower than that of a calf that has been born alone. Survivability for twins after calving is also lower than that of a single calf. So it's not worth the effort to try to breed cows to produce twins all the time.
