Phosgene is certainly a dangerous gas, that was specifically designed to be poisonous to people, so that it could be used as a weapon of war, but it is not the most dangerous gas. Fluorine gas is more dangerous. But fluorine is so dangerous that it would not be practical to use it as a weapon (not that phosgene is a very practical weapon either; poison gas blows on the wind, and easily turns back toward the people who are using it). Anyone trying to use fluorine gas as a weapon would almost certainly wind up being killed by it. It is almost impossible to handle safely.

Carbonyl chloride or phosgene gas.
COCl2 is a covalent compound, a gas.
Phosgene was a poisonous gas used during World War I. It is produced by the reaction between carbon monoxide and chlorine gas. It is currently used in the production of some insecticides and pharmaceuticals.

Yes. Carbonyl chloride or phosgene of COCl2 is organic.
because it was effective
Several different poison gases were used in WW I; phosgene was the most lethal. Chlorine and lewisite were also used. Most of the gas used was either Chlorine Gas or Mustard GasHowever others were used as well including Tear Gas (bromide compounds) and Phosgene.
