Because they want you to answer the question yourself and not get the answer from someone else. However, plagiarism is hard to by-pass now (especially when writing an essay) because someone, somewhere has said the same thing. If you do take information from someone you have to make sure to mark it in your paper to give them credit. And according to one of my professors, explaining what a acronym stands for is also plagiarism. :/
