A "population bomb" usually refers to a situation where population growth is high enough to allow the total population to quickly reach a point where it exceeds the country's ability to feed and support that number of people.
Obviously, in poor countries, they have a lower ability to feed a given number of people than a rich country does. That is, all things being equal, a rich country can support more people than a poor one can.
So, the problem is that a poor country is much more likely to see the population bomb "go off" (that is, reach the point of unsustainability) than a rich one.
