I believe that is for your reverse sensing system The system is normally on , but if the engine is running , reverse is selected , and the button is pushed , that turns off the reverse sensing system and the indicator will light displaying OFF

Raise the back hatch there is two screws that hold the tail light on (2002 ford explorer) remove the tail light and twist out bulb housing , pull release clips and remove bulb. Install bulb in reverse.
