The hand grips aren't always rubber. They are often a synthetic plasticy material with rubber-like properties. The reason that this material is used, as opposed to, say, metal or wood or hard plastic, is because it has high grip, and is more comfortable on the rider's hands than gripping a hard material.
Rubber, whether natural or a synthetic alternative, is a poor conductor of heat and a good vibration-absorber. It also has a high coefficient of friction, partly due its soft surface trying to mould itself to your grip but mainly by the moulding having ribs for extra grip.
So it:
... feels warm to the touch because it is minimising the flow of heat from your hands into the heat-conductive metal of the handle-bars,
.... cushions your hands from some of the road-shocks and vibrations, and
.... helps you grip the handlebars (smooth metal) properly
Huh??? Most of a bicycle is made of metal (frame, handlebars, wheels, spokes, etc.) only the tires are "rubber" (and this is usually a synthetic rubber polymer made from petroleum not natural rubber).

Banana seat bikes often have very high bars called "monkey hanger bars". One particular bike is the Schwinn Krate.
First stick a nail(or screw driver) between the handle bar and handle grips than get about three pinches of sand or dirt in-between the two after that take the nail out and twist and pull and it should come out.

I am not completely sure what you mean by this but i know Shadow has their 11b bars, which are in fact very good.
This Harley-Davidson came with standard handlebars with rubber grips. They could be upgraded to chrome or rubber grips, and you could change the handlebar type to your preference when ordering. Harley-Davidson will generally build the bike the way you want it.
