One reason is that you have a Sand Filter and one of the tines is broken
Yes there is no reason why not.
The pool return line is the one that returns the water form the filter to the pool. Usually you'll see holes in the side walls of the pool with little eyeball sockets where the water flows back to the pool.
No, I can't imagine any desire to coat the inside of your return lines? Reducing the diameter of your pipes is a negative in regards to hydraulics. If you have a leak, your lines should be dug up and corrected.
It depends on the kind of leak. Does the water drain while the pool lines are closed off? Does if leak faster or slower while the pool is running? Are the little bubbles blowing out of the return lines? All of these can indicate leaks of different types.

they eat the plankton on the surface.
Return it to the store and buy a "Polaris Pool ATV." I like mine so much I named it.
Use a phosphate remover in the water and this will dissolve and return the oils back to its natural state. This will control all oils in the water and clean tile water lines in a pool.
You should have NO D.E. going back into the pool when you vacuum or anytime else. If you do have it going back in, you need to open the filter and check to see what part is broken, loose or missing.
Like most things in life, "it depends"! Yes, one return jet can be sufficient for an above ground pool or a smaller in-ground pool, maybe up to 15,000 gallons or so. But most large in-ground pools have multiple return lines to reduce the size of the returns and improve the circulation. If your pool has moveable return fittings that let you direct the return stream, it is most common to point them down towards the bottom to improve bottom to top circulation (since the skimmer takes water from the top, its best if you return water towards the bottom).
A gene getting on the pool. A gene getting off the pool.
