First of all we must define what we mean by "poor" and "rich". For instance, if we're talking about culture, southern Italy is as rich or even richer than northern Italy.

But I think you meant why southern Italy is economically poorer than northern Italy. There isn’t a unique answer to this question, but there are certainly some factors that favoured the development of the economic gape between nort and south.

  1. History. Northern Italy hasn’t always been richer. The Kingdom of Sicily, which lasted from the 12th to the 19th century, has been several times Italy’s richest power, so it is only in recent times (last 100 years) that southern Italy has been poorer than northern Italy.

  2. Culture and Mentality. Generally, people in Southern Italy give less importance to money. The belief that "money can buy happiness" is more popular in northern regions due to cultural reasons. Northern regions have also been influenced by the protestant movement and by calvinism. Calvinism in particular promoted the belief that pople who work and are successful in life are also loved by God and will be saved.

  3. Entrepreneurship. The vast majority of companies operate in northern Italy. This is in spite of the State help entrepreneurs can benefit from by setting up a company in southern Italy. This is because of a problem I am going to discuss in the next paragraph.

  4. Mafia. Although present all over the country, mafia is particularly powerful in the southern regions. There is not a specific kind of mafia, although people from outside Italy have been using this term as a synonym for Cosa Nostra. Apart from Cosa Nostra, there are three more "mafias" in Italy, all based in the south: Camorra, 'Ndrangheta and Sacra Corona Unita. The presence of the mafia has made it difficult for entrepreneurs because of the so called "pizzo", that is to say a tax (usually a pretty expensive one) that every business owner has to pay to the local mafia boss to "get protection". Avoiding the pizzo usually translates into your business going on fire.

  5. Geographical position. Italy isn't the only country to experience a difference in wealth between north and south. This seems to be a global phenomenon and it’s known as north-south divide.
