To properly answer this question, I would need to know the terms of a spanking. Jeans block an estimated 50% of the pain of a spanking, whereas sweat pants would block much less. If wearing underwear, are they wearing just plain underwear, or boxers/boy shorts? Or are they wearing no pants (tops are not counted for obvious reasons), and you are spanking their bare bottom, which is the most painful and embarrasing form of spanking?). For the final question, what the child is wearing would effect the pain level of a spanking, as if the child is wearing jeans, they would obviously block a good amount of the pain from a spanking, which is why most parents either make the child change into something lighter which will not block as much of the pain and not hurt the parent's hand as much, or just take the pants off all together, whereas a spanking on a bare bottom would have no clothing blocking the pain (and therefore make the spanking more painful for the child but still safe as the parent now has a view of the child's bottom and what visual effects they are performing on the bottom so that they can ajust how hard they are smacking so as to assure that they are not spanking too hard or too soft, it also amplifies the noise more than a spanking over pants, which is another psychological factor as it makes the spanking sound worse than it is, and it is more humiliating (it is suggested that if you are spanking a child on their bare bottom, you do it in private as it is rude to both others in the room/ in public to have to witness that and rude to force the child to show their privates in public/to multiple people, and can scar them emotionally) as the child knows that their bad behaviour caused them to have to visually show their bottom which is considered a more private area of the bottom, so the child will not want to repeat the behaviour and experience the embarrassment again. So to answer your question, a proper spanking is painful because there is force being applied to an unprotected surface which is absorbing the force and changing it to pain when it hits the nerves, so the child feels pain.
