Sugar is only fattening if the calories sugar contains is not burned off, mainly by exercise, or an active life-style. Any food will turn to stored body fat if the person is too sedentary.

Sugar is a concentrated source of calories. In nature we would normally encounter sugar mixed with lots of other nutrients and fiber, in fruit and some vegetables such as sugar cane, beets, corn, etc. (Although honey is an exception, since it is a nearly pure form of sugar that does appear in nature.) If we extract the sugar from those vegetables to create pure sugar, we would then have a type of food which is not really what our evolution prepares us to consume. One candy bar can contain as much sugar as fifty apples, for example. We would never eat fifty apples at once (except in an eating competition) but we think nothing of eating a candy bar.
