October 12th is NOT a National holiday in the United States. October 11th is Columbus Day and rarely do businesses/schools allow for a day off.
October 12th is celebrated in Latin America as "Dia de la Raza", to honor the indigenous populations of the New World. In the U.S., October 12th is celebrated as Columbus Day, because Christopher Columbus "discovered the New World" on October 12th, 1492. Spain celebrates this day because it was King Ferdinand and Queen Isabella who financed Columbus's trip with the 3 boats, the Pinta, Nina, and Santa Maria. Christopher Columbus was a native of Italy from Genoa, which is why October 12th is celebrated in Italy.

Here in the US, it is conveniently printed on most calendars. The actual, or traditional date of observance is October 12th. However; since 1971 here in the US, it is observed on the second Monday in October to comprise a 3-day weekend for some of us. In 2012, the holiday was observed on October 8th; and in 2013, it will be observed on October 14th. See the related link listed below for more detailed information:
If you mean US Presidents Day, it is the 3rd Monday in February and is a federal holiday, know as a public holiday.
