When the American Flag is raised, the National Anthem or To the Color.
Flags are supposed to be lowered at night. You generally raise the flag at colours (0800) and lower them at sunset. If 0800 is before dawn, you raise the flag at 0800, lower it immediately, then raise the flag again at dawn.
Raised at the beginning of the day; lowered at the end of it, ideally before sunset.
The answer would depend on who is flying the flag, and which flag. In US military tradition, the American flag is raised at 8 AM (or, the beginning of normal working hours, when different) and is lowered at sunset. There are MANY exceptions. For example, the flag may be flown 24 hours per day if it is illuminated.
