No. My friend in Hawaii has a Verizon cell phone and we talk all the time. I use either my land line or my Verizon cell phone.
I recommend the Verizon business phone plan that starts at $27.99 per month. If you already have a phone line, it is easy to transfer it over to the Verizon service.

An unlocked cell phone means that it can be used with any carrier. It does not have to have a contract; however, it can have a phone line on it. (any phone line, not just at&t, verizon, & sprint)

To convert a 1 line phone system into a 2 line phone system you will need a phone that has two input jacks and two separate phone lines coming into the building. Each phone line will be plugged into one of the input jacks and the phone will then be able to receive calls on either line.
