It is unclear why the Old Testament would be important to building stable civilizations. Although of course the Old Testament had not yet been written at the time of the United Monarchy of Israel, this only lasted three generations. And the Kingdom of Israel only lasted a further three hundred years. Two hundred years after the final destruction of Israel, Judah fell to the Babylonians and was only fortuitously restored because of the goodwill of the Persians.

The Roman civilization had existed for over a thousand years when Christianity began to assert itself in Rome. In 395, shortly after Christianity became the official religion of the Roman Empire, making the Old Testament an official scripture, that empire split into Western and Eastern Empires. Eighty years later, the Western Empire ceased to exist.

It may be a coincidence, but the Old Testament is not associated with stable civilizations.
