There is a new Google Maps interface which if you allowed at some point becomes the default. There is still the old "classic" Google Maps whch has the street view peg man icon which you're looking for.
The new Google Maps interface doesn't have the "peg man" icon on the right-side of the map any more, but if you click on the map then a popup showing the closest address appears also with a "Street View" button if available.
Street View imagery coverage is growing, but there is still a lot of places in the world not yet captured in the high-resolution Street View cameras.
The world is a big place and to make matters worse some countries are prohibiting Google Maps/Earth and Street View from seeing within their borders because it is seen as a threat to national security.

For dates of base imagery try Google Earth for the same scene which shows the imagery date. Google Earth (unlike Google Maps) has historical imagery showing all previous versions of imagery that Google has for the particular area.

The orange "pegman" icon in classic Google Maps is the tool to activate Street View mode in Google Maps. Normally you drag the orange "pegman" icon onto the map to activate street view mode at that location. The new Google Maps interface is redesigning the street view user interface.
You can, but it is a rather new functionality added to Google Maps / Google Earth, and at the moment, the street view is only available for major avenues and roads.

On the Google homepage, click on the 'Maps' heading in the top left corner. You will arrive at the Google Maps page where you can enter 'California' in the search field and then click the 'Search Maps' button. A map of California will appear which you can then zoom in on to see state routes. Zoom in even further to see city street grids, etc.
Yes, Google street maps works outside the United States. Maps can be found for Canada and Mexico in North America. Maps can also be found for countries in South America, Europe, and Australia.
When Google updates it street view photos in its image database then these updates are made available to Google Maps and Google Earth.
