The District of Columbia was chosen to be in the "middle" of the US at the time. It's actually very slightly south of the mean center of population of the US at the time it was founded (about 30 miles), but the location was a better one for political reasons: locating it at the exact center of population would have put it entirely within the boundaries of Maryland, and determining the exact center was a process with enough built-in error that fudging it a little south to be along the Virginia/Maryland border instead seemed reasonable.
