The original reason was to make it possible for women to ride (in long skirts) w/o having to show their legs, which was considered rude at the time.
But regardless of gender, a step-through bicycle is still easier to get on, which women seem to prefer.
Sometimes it is, sometimes it isn't. When out of the saddle a bike with a lower cross bar (AKA top tube) can be tilted more sideways w/o your legs getting in the way, which can be useful in trick riding.
With motorcycles there is no such thing! I ride big bikes! If you mean a push bike the frame bar is parralel to the street on an mans bike and high up. If you were wearing a skirt you would be indecent! A womans bike has two bars running from the peadles to the front axle, much lower down than the mans bike. In reality this is a little old fasioned as women don't ride bikes in skirts much these days so many women choose mens bikes.
