As fuel is pumped from the tanker car to a reservoir, charge can quickly build up as the fluid flows through the hoses. This static charge can create sparks capable of igniting the fuel. By connecting the body of the tanker car to the ground, the static charge can be transferred to the ground. A metal wire is used since metals are conductive and allow charge to flow through them.

I'm not a mechanic but typically the "ground" as you call it is actually the mounting screws for the device. The entire frame and body of a vehicle becomes a large return path for electrons used by all electrical devices. If your device has an actual "ground" wire, connect it to any metal connected to the body or frame of the vehicle. Electrically it doesn't matter; you are just trying to provide a return path back to the battery, which is connected to the body or frame.
